Professional Experience:

Legal:  Twenty years as a practicing attorney specializing in taxation, business planning for closely held corporations, employee benefits plans and pension and welfare benefit plan litigation and studying and writing about tax policy, the role of taxes in promoting economic and social policy, the effect of tax policies on the economy; Adjunct Professor at Stetson University College of Law; Co-Chair of the sub-committee on Professional Corporations and Employee Benefits of the Tax Section of a state bar association; Vice-President and Chair of the Continuing Education Committee of the chapter of the Federal Bar Association; Lecturer at continuing education programs for attorneys and accountants. Author of legal reference books on employee benefit plans.

Consulting:  Consultant on matters of economics, finance and operations to closely held businesses and government agencies including, among others: Department of Defense; U.S. Department of Education; National Institutes for Education; World Bank; Ford Foundation and more than 60 state and local government agencies.  Testified before Congress on federal spending on vocational education.

Consultant on economic development planning (and jobs training) and with extensive experience working with worked with businesses and educational institutions at both the secondary and post-secondary level to develop job training programs.
